This is a simple and very effective build. It works by spamming icy touch six times in a row to quickly build up runepower, you then dump RP with froststrikes.
This is one of very few builds that works better with Unholy Presence than Blood Presence. The reason for this is that the runes will refresh faster than you can use them, should you be in Blood Presence.
21/50/0 icy touch build - Take a look at the talents before progressing

The blood subspec is a very important factor in this build, it gives your Obliterate higher crit chance, it gives you more attack power, higher overall critchance and most important of all: Death Rune Mastery. With Death Rune Mastery every time you use Obliterate, 1 unholy and 1 frost rune will turn into death runes. We also have Blood of the North, which means our bloodstrikes will also give us death runes, from the blood runes.

There is two ways to open up the rotation with this build, though only one works and is needed for cycling it.

1. Start off with Blood Tap (Gives 1 Deathrune)
2. Cast Icy Touch > Obliterate > Obliterate > Bloodstrike (Gives 5 death runes and 1 frost rune, enough to cast Icy Touch 6 times. The Frost Fever gives higher damage on Obliterate. Thats the reason we start of with Blood Tap > Icy Touch instead of just Obliterate > Obliterate right away)
3. Dump your RP with Frost Strike
3. Wait for your first death rune to refresh and start spamming Icy Touch until all death runes including the remaining frost rune is used (A total of 6 Icy Touch)
4. Dump the rest of your RP again (You should be at 130 RP with the Runic Power Mastery talent, which is a very important talent for this spec. Without it your dps will be a lot less)
5. When available, start over the rotation again with Obliterate > Obliterate > Bloodstrike > Bloodstrike > RP dump > Icy Touch x6 > RP dump

That's about all to it. Improved Icy Talons is not necessary but gives a nice buff to your raid or party. Also the 1 point in Veteran of the Third War is opinional. Annihilation may not seem important, but without it you would have 1 unbuffed Obliterate and 2 unbuffed Blood Strikes, this will eventually result in a huge dps loss. Rime is a must for the increased crit chance on Icy Touch, and also it gives you free howling blasts that you may use between your rotations, and also helps your aoe A LOT with increased crit chance. Merciless Combat is extremely good for boss fights so I'd recommend keeping it. Frost Aura on the other hand is all up to you if you want to keep it or not, some of you may even want to take the 1 point from Veteran of the Third War and put it in Frost Aura to maximize it. Guile of Gorefiend is a must, without it your criticals will be really really low considering you are in Unholy Presence at all times. Tundra Stalker and Killing Machine is also a must to maintain dps.

Weapon: Slow 2-Hander
Weapon Enchant: Razorice (Rune Forging)
Stats: STR > HIT > AP > CRIT


Additional rotations:

AOE Rotation: Icy Touch > Pestillence > Howling Blast > Blood Boil > RP dump on main target with Frost Strike then repeat.
Presence: Blood

Low-HP Mob Rotation: Icy Touch > Plague Strike > Obliterate > Blood Strike > Blood Strike > RP dump > Icy Touch > Plague Strike > Obliterate > Obliterate > RP dump
Presence: Blood


Final words

This is a high dps build. With good gear you can spam insane amounts of damage, and it also works good with cookie cutter rotations.
The AOE dps is awesome, but it's on bossfights and single target dps you will shine. This is the build I am currently using, and will be using until I can get really good 1-handers and go for a dualwield spec.
Only on bosses like Sapphiron will your dps be low, due to his high frost resistance. Other than that, it is a great build that I highly recommend.
